Behavioral Health Infrastructure Bond Act of 2024: Behavioral Health Continuum Infrastructure Program Round 1 (2024): Launch Ready and Round 2 (2025): Unmet Needs​

Passed in March 2024, Proposition 1 is a two-bill package including the Behavioral Health Services Act (BHSA) (Senate Bill 326) and the Behavioral Health Infrastructure Bond Act of 2024 (BHIBA) (Assembly Bill 531). The BHIBA portion is a $6.38 billion general obligation bond to develop an array of behavioral health treatment, residential care settings, and supportive housing to help provide appropriate care facilities for individuals experiencing mental health and substance use disorders. Of the total amount, the California Department of Health Care Services (DHCS) will distribute up to $4.4 billion in bond funding for BHCIP competitive grants.

The California Department of Health Care Services (DHCS) is no longer accepting applications for the Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 2: Unmet Needs grant. The deadline for applications was October 28, 2025, at 5:00 p.m. Pacific Time (PT).  

Through this final round of Bond BHCIP funding, DHCS will award over $800 million in grant funds to eligible entities.  Eligible entities include counties, cities, Tribal entities, nonprofit organizations, and for-profit organizations whose projects reflect the state’s priorities and align with the facility types listed in the RFA. DHCS will focus on the remaining gaps in the statewide behavioral health continuum and prioritize mental health community residential beds and crisis settings, rural or remote areas with outstanding needs or insufficient behavioral health infrastructure, geographic areas with no prior BHCIP infrastructure award, and projects with regional collaborations.  

Award announcements are anticipated in late spring 2026. All applicants will be informed in writing of DHCS’s final decision regarding their Bond BHCIP Round 2 application.  

Bond BHCIP Round 1: Launch Ready Information

The California Department of Health Care Services (DHCS) is no longer accepting applications for the Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1: Launch Ready grant. The deadline for applications was on December 13, 2024, at 5:00 p.m. Pacific Time (PT).

Through this funding round, DHCS awarded up to $3.3 billion statewide to eligible counties, cities, Tribal entities, nonprofit organizations, and for-profit organizations whose projects reflect the state’s priorities and serve the targeted populations. DHCS prioritized regional models or collaborative partnerships, aimed at constructing, renovating, and/or expanding community-based services, as well as projects using a campus-type model that collocate multiple levels of care on the continuum, with a focus on residential treatment facilities.

Conditional awards for Bond BHCIP Round 1: Launch Ready grant funding were announced on May 12, 2025. All applicants were informed in writing of DHCS’s final decision regarding their application.

BHCIP Application Feedback Webinar

The Department of Health Care Services (DHCS) hosted a special webinar, Behavioral Health Continuum Infrastructure Program (BHCIP) Application Feedback, on July 21, 2025. This webinar provided insights on the common reasons for not funding a proposed project and application information tips. The webinar was open to all interested parties.

Bond BHCIP Round 2: Unmet Needs Tribal Informational Webinar

DHCS and Advocates for Human Potential (AHP), the BHCIP administrative entity, hosted an informational webinar on June 24, 2026 for all prospective applicants representing Native American projects and Tribes and Tribal entities. This webinar reviewed this funding opportunity and the application and award processes in the context of Tribal-specific concerns.
