Bond Act of 2024:
Behavioral Health Continuum Infrastructure Program Round 1 (2024): Launch Ready and Round 2 (2025): Unmet Needs

Passed in March 2024, Proposition 1 is a two-bill package including the Behavioral Health Services Act (BHSA) (Senate Bill 326) and the Behavioral Health Infrastructure Bond Act of 2024 (BHIBA) (Assembly Bill 531). The BHIBA portion is a $6.38 billion general obligation bond to develop an array of behavioral health treatment, residential care settings, and supportive housing to help provide appropriate care facilities for individuals experiencing mental health and substance use disorders. The California Department of Health Care Services (DHCS) is developing plans for distribution of up to $4.4 billion in BHIBA bond funding for BHCIP competitive grants.

Bond BHCIP Round 1: Launch Ready RFA

The California Department of Health Care Services (DHCS) is pleased to announce the release of its Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1: Launch Ready grant Request for Applications (RFA). Through this RFA, DHCS will award up to $3.3 billion statewide. 

Eligible applicants for Bond BHCIP Round 1: Launch Ready grants include counties, cities, tribal entities (including 638s and urban clinics), nonprofit organizations, and for-profit organizations whose projects reflect the state’s priorities and serve the targeted population. DHCS is prioritizing regional models or collaborative partnerships, including public-private partnerships, aimed at constructing, renovating, and/or expanding community-based services, as well as projects using a campus-type model that collocate multiple levels of care on the continuum, with a focus on residential treatment facilities. 

The application portal will open July 23, 2024. At that time, a link to the portal will be provided on this page. For a preview of the application questions, please see Form 1: Application Questions. (Please note: Form 1 is intended to be used as a guide; final questions in the application portal may differ slightly.) The deadline for applications is November 22, 2024, at 5:00 p.m. Pacific Time (PT). 

In addition, all applicants are required to complete a pre-application consultation (PAC) before submitting an application. The PAC will allow the prospective applicant to describe their proposed project and discuss their vision for the use of grant funds, as well as ask general questions about how to complete a quality application and where to locate available resources for reference while completing and submitting the application. To schedule a required PAC, please submit the PAC request form no later than September 30, 2024. Pre-application consultations will be scheduled between July 23 and October 31, 2024.

On April 19, 2024, the California Department of Health Care Services (DHCS) hosted a Behavioral Health Infrastructure Bond Act of 2024 BHCIP Round 1 (2024): Launch Ready and Round 2 (2025): Unmet Needs Public Listening Session. This session was open to the public, including city, county, tribal entities, and nonprofit and for-profit organizations.

In March, California voters passed Proposition 1, a two-bill package including the Behavioral
Health Services Act (BHSA) (Senate Bill 326) and the Behavioral Health Infrastructure Bond
Act (BHIBA) (Assembly Bill 531). The BHIBA portion is a $6.38B general obligation bond to
develop an array of behavioral health treatment, residential care settings, and supportive
housing to help provide appropriate care facilities for Californians experiencing mental health
conditions and substance use disorders.

DHCS is developing plans for distribution of up to $4.4 billion in BHIBA funds for BHCIP competitive
grants. During this public listening session, input can be provided directly to DHCS on BHCIP
bond funding.
