Round 5: Crisis and Behavioral Health Continuum
The focus of BHCIP Round 5: Crisis and Behavioral Health Continuum was determined, in part, through a statewide needs assessment that identified significant gaps in available crisis services and supported an organized continuum of crisis services to reduce emergency department visits, hospitalizations, and incarceration.
The 33 awardees will apply $430 million to the construction and expansion of crisis and behavioral health facilities statewide, including Behavioral Health/Mental Health Urgent Care walk-in centers with voluntary stabilization-oriented services specific to individuals experiencing behavioral health and/or mental health crisis for less than 24 hours. This community-based option is typically designed to provide an alternative to emergency department visits for urgent medical needs and must focus on serving individuals in need of crisis services, commit to serving Medi-Cal beneficiaries, and offer some or all of the following:
- Multidisciplinary health assessment;
- Psychiatric evaluation, diagnosis, and treatment;
- Crisis stabilization and intervention, mental health counseling, and medication evaluation;
- Direct referrals for treatment of care;
- Linkage to community-based solutions; and/or
- Peer support.

California tribal 638 clinics, Native American agencies, and urban-Indian clinics were invited to attend a Native American-specific BHCIP Round 5: Crisis and Behavioral Health Continuum informational webinar on Wednesday, November 16, 2022, from 2:00-3:00 p.m. In addition to providing general information related to BHCIP Round 5: Crisis and Behavioral Health Continuum, including eligibility and application information and tribal set-asides, the webinar focused on specific Native American and tribal concerns.

All prospective applicants were invited to join DHCS and Advocates for Human Potential (AHP), the BHCIP administrative entity, for an informational webinar on November 2, 2022, from 2:00-3:30 p.m. PT. The webinar reviewed this funding opportunity for crisis and other behavioral health services infrastructure projects.
Round 5: Crisis and Behavioral Health Continuum Listening Session
A listening session open to all potential applicants to Round 5: Crisis and Behavioral Health Continuum was held August 4, 2022, to gather information from stakeholders.
