Behavioral Health Continuum Infrastructure Program (BHCIP) Launch Ready and Community Care Expansion (CCE) Program Capital Expansion Grant Funding 

The California Department of Health Care Services (DHCS) and Department of Social Services (CDSS) released a joint Request for Applications (RFA) in January 2022. The RFA encompassed BHCIP Round 3: Launch Ready funding from DHCS and CCE Capital Expansion funding from CDSS. 

DHCS was authorized through 2021 legislation to establish BHCIP and award approximately $2.1 billion to construct, acquire, and expand properties and invest in mobile crisis infrastructure related to behavioral health. CCE was established through Assembly Bill (AB) 172 (Chapter 696, of Statutes 2021) as a companion effort focused on the acquisition, construction, and rehabilitation of adult and senior care facilities that serve Supplemental Security Income/State Supplementary Payment (SSI/SSP) and Cash Assistance Program for Immigrants (CAPI) applicants and recipients and other adults who are experiencing or at risk of homelessness.

REMINDER: CCE Application Portal Will Close June 1, 2023

This is a reminder that the California Department of Social Services (CDSS) will be closing the CCE application portal on Thursday, June 1, 2023 at 5:00 p.m. PST unless funds are exhausted sooner. All interested applicants are strongly encouraged to submit their funding applications in the application portal by that deadline. Based on available funding, we particularly encourage applicationsfrom tribal entities across the state as well as projects located in Los Angeles County, Sacramento Area, Central Coast, and the Balance of State regions (counties in these regions are listed below and on page 8 of the CCE Request for Applications (RFA)).

You may reach out to CDSS at before the June 1st deadline if you are a tribal entity seeking to apply for CCE funds or your project is located in one of the aforementioned areas with available funding but you are unable to submit your application in the portal by the June 1st deadline.

CDSS will continue to review and award projects on a rolling basis. After June 1, 2023, CDSS will consider all application submissions and any project proposals that applicants have engaged with CDSS on before determining next steps for distribution of any remaining CCE funding.

Will there be a BHCIP Round 3: Launch Ready Part 2?

DHCS received a total of 148 applications requesting more than $2 billion in Round 3: Launch Ready funding before the Part 1 deadline and will share award announcements in June. DHCS has closed the application portal for Round 3 due to the response received in Part 1. There will not be a BHCIP Round 3: Launch Ready Part 2 application process. Round 4: Children and Youth is now open, and applicants are encouraged to apply there for BHCIP funding. Entities could still apply for both BHCIP Round 4 and CCE at the same time, however these would be separate applications.
